The annual reporting of the greenhouse gas inventory consists of a National Inventory Report (NIR) prepared according to due form and emissions calculations (CRF-tables) which are submitted to the EU and the United Nations Framework Convention on Climate Change (UNFCCC) annually. The reported data always concern the emissions of two years ago. In addition, a so-called national communication containing detailed data on i.a. national conditions, climate strategies as well as policy measures to cut emissions, is prepared at approximately four-year intervals.
The climate policy follow-up indicators together with evaluation reports of the European Commission on progress towards Kyoto targets are also closely related to the inventory reports.

Reporting guidelines
The UNFCC secretariat has produced reporting guidelines both for the annual national inventories and the national communication.

The reporting is also guided by the Decision of the European Parliament and the Council concerning the mechanism for monitoring greenhouse gas emissions and for implementing the Kyoto Protocol.
