National Communications

Parties to the UNFCCC must submit national reports on implementation of the Convention to the Conference of the Parties (COP). The core elements of these so called National Communications is information on emissions and removals of greenhouse gases (GHGs) and details of the activities a Party has undertaken to implement the Convention.

National communications usually contain information on national circumstances, vulnerability assessment, financial resources and transfer of technology, and education, training and public awareness, and on policies and measures. Industrialised countries that have ratified the Kyoto Protocol must include supplementary information in their national communications and their annual inventories of emissions and removals of GHGs to demonstrate compliance with the Protocol's commitments. Annex I Parties are required to submit national communications every periodically every fourth year

At the moment Finland is preparing it's fifth National Communication under the UNFCCC. Committee for preparing the fifth National Communication includes representatives from 14 bodies including relevant ministeries and research institutes. Statistics Finland co-ordinates the work and compiles the report. Annex I Parties (industrialised countries) are requested to submit a fifth national communication to the UNFCCC secretariat by 1 January 2010.
