In the statistics on emissions into air by industry, emissions are presented according to the industrial classification used in national accounts. In this way, the data on emissions into air can be connected direct to various monetary variables of national accounts. There are 14 emission components in all, from carbon dioxide and nitrogen oxides to fine particles and fluorinated greenhouse gases.
Examination of emissions by industry is one of the most important elements of environmental accounts in the EU. The ultimate goal of environmental accounts is to describe the interaction between the environment and the economy by principally using the basic concepts and classifications of national accounts.
The European Union’s regulation concerning environmental accounts (No. 691/2011) obliges the Member States to compile statistics and report on emissions into air by industry; for the first time in 2013 and starting from statistical reference year 2008. The statistics form part of the United Nations’ System of Environmental-Economic Accounts (SEEA).
The statistics comprise time series of air emission accounts by industry. There are 14 emission components in all: carbon dioxide CO2, nitrous oxide N2O, methane CH4, HFC compounds (hydrofluorocarbons), PFC compounds (perfluorocarbons), sulphur hexafluoride SF, nitrogen oxides NOx, sulphur oxides SOx, non-methane volatile organic compounds NMCOV, ammonia NH3, carbon monoxide CO and inhaled particulate matter PM10.

The statistics use a separate system for calculating emissions by industry from the figures produced in the greenhouse gas inventory. The detailed supply and use tables of national accounts are essential tools in the calculating of emissions by industry. Transport is also redefined to correspond with the concepts of national accounts in which households’ transport is included in private consumption. In energy statistics and the greenhouse gas inventory, transport comprises all movement. Emissions from the movement of residents abroad are included in NAMEA and, correspondingly, emissions from the movement of non-residents in Finland deducted from it in accordance with the concepts of national accounts.
An important component in the calculation of the greenhouse gas inventory and emissions into air by industry in Finland is the ILMARI system for calculating emissions from manufacturing and energy production. It is based on the Environmental Administration’s VAHTI database, which is supplemented and checked with data from e.g. the Energy Market Authority’s emissions trading system and inquiries of Statistics Finland’s energy statistics. The data sources used in estimating data for households and activities other than manufacturing include the Bank of Finland, the Finnish Tourist Board and the Automobile and Touring Club of Finland.
