Collection of financial data from wellbeing services counties

Description of the data collection

The data collection collects quarterly data from the income statements, cash flow statements and balance sheets of well-being services counties and joint county authorities for wellbeing services. The quarterly profit and loss accounts and financial statements data are collected as cumulative figures for the period from the beginning of the year to the end of each quarter and the cumulative balance sheet data according to the last day of each quarter. The data for the last quarter thus describe the financial statement estimate for the whole year. In addition, the actual financial statement data concerning the whole year are collected.

The collected financial data concern the years 2021 and 2022. Starting from the financial data for 2023, wellbeing services counties and joint county authorities for wellbeing services report their financial data to the State Treasury.

The collected data are based on the wellbeing services counties’ accounting obligation in accordance with Section 116 and 117 of the Act on the wellbeing services county (611/2021) and on financial statement formulas according to the Government Decree on the information to be presented in the financial statement of the wellbeing services county (729/2021). Certain sector specifications and other itemisations have been added in the data collection to the financial statement formulas according to the decree.

From whom are data collected?

The data are collected from Finland's wellbeing services counties and joint county authorities for wellbeing services.

The wellbeing services counties were formed as public corporations with Business IDs on 1 July 2021. The wellbeing services counties are specified in Section 7 of the Act on implementing the reform concerning healthcare, social welfare and rescue services and the enforcement of the legislation relating to it (616/2021).

The data are collected from joint county authorities for wellbeing services referred to in Section 58 of the Act on the wellbeing services county (611/2021) if they are legal persons with a Business ID in 2021 or 2022.

Data are collected by virtue of Section 9 of the Act on the Openness of Government Activities (621/1999).

What are the data used for?

The data are used for compiling national accounts, which is based on Regulation (EU) No 549/2013 of the European Parliament and of the Council (ESA 2010 Regulation). National accounts refer to a statistical system that describes the Finnish economy in a comprehensive, systematic and detailed manner.

In addition, the collected data from the profit and loss accounts, financial statements and balance sheets are published on Statistics Finland's website in the products and services section on the level of wellbeing services counties total and by wellbeing services county and by joint county authority for wellbeing services with the consent of the corporations in question.
