1) Free of charge pre-primary education for 6-year-old children (pre-school education) in daycare centres and comprehensive schools started in August 2000. Prior to August 2000 expenditure on pre-primary education in comprehensive schools is included in expenditure on comprehensive school education.
2) Includes comprehensive school and upper secondary general education arranged in folk high schools.
3) Includes government transfer financed curriculum-based further vocational education from 2005 onwards.
4) Due to changes caused by the amended Universities of Applied Sciences Act and data collection changes, the data from 2015 onwards are not fully comparable with those on earlier years.
5) Includes universities' external financing for research. Due to changes caused by the amended Universities Act, the data from 2010 onwards are not fully comparable with those on earlier years.
6) Not including education leading to a qualification or degree in folk high schools.
