Description

The statistics on migration describe the moving of individual persons. The statistics differentiate moves across the Finnish territorial boundaries, that is, immigration and emigration, and internal moves within the country, which are further classified into moves between and within municipalities. In migration statistics, data are compiled by the age, gender, marital status, native language, country of birth, and region of arrival and departure of migrants. A person may appear in one year’s statistics several times because the statistical unit is move.

Data content

The statistical unit is move (not migrant). Temporary moves are not included in the statistics on migration. The statistics contain demographic data on the persons having moved, such as age, gender, marital status, language, nationality, country of birth and municipality of birth. The data describe the situation on the day of the move. Data are available on the country of departure and arrival for immigration and emigration, and on the municipality of departure and arrival for internal migration. Data are available from the statistics on migration between different areas, such and regions and sub-regional units.

Classifications used

The data are available by different regional divisions based on municipalities. Since 1999, nationality, language and country of birth have been classified according to ISO standards. Statistics Finland’s own classifications were used prior to this. Age is classified by 1 or 5-year cohorts.

The classification into regions and the statistical classification into municipalities have been used since 1997. The respective categories used prior to this were province and type of municipality. Since 1999, the regional classification entering into force at the beginning of the year following the statistical reference year has been applied in the statistics on migration. Since 2003, it has been possible to produce to special order data on the municipalities that have merged at the turn of the year according to the regional division valid on the last day of the previous year before the merger.

Data collection methods and data sources

Finnish population statistics are based on the Population Information System maintained by The Digital and Population data services Agency. The Digital and Population data services Agency use move notifications to update the data in the Population Information system on migration within and between municipalities and across the Finnish territorial boundaries. The Digital and Population data services Agency delivers the data to Statistics Finland. Only move notifications made by persons permanently resident in Finland on the day of the move are used in the compilation of statistics on migration. Immigration into Finland from abroad is also included in population statistics if the place of residence reported by a persons in a move notification as his or her permanent place of domicile is approved.

Updating frequency

The statistics are published once a year in May.

Time of completion or release

The final statistics for a calendar year are ready in May of the next calendar year unless otherwise stated. Preliminary data on the volume of migration are released monthly in electronic format in Statistics Finland’s “Preliminary data on population changes” web page. Preliminary data by municipality are available monthly from the charge “Population statistics service” and quarterly from the paper publication “Quarterly population statistics”. Final statistics on migration are released on Statistics Finland’s website in May, in the paper publication “Population structure and vital statistics by municipality” in June and in the paper publication “Vital statistics” in December.

Time series

Data by municipality on internal migration within the county are available according to the latest regional division starting from 1975 and data on area of departure and arrival starting from 1980. Immigration and emigration statistics are abatable for the whole country starting from 1945 and statistics on migration by municipality starting from 1975.
