Inquiry on private sector wages and salaries
Description of the data collection
Statistics Finland inquires from enterprises data about wages and salaries every year. The data are used in statistics on wages and salaries and in the index of wage and salary earnings, among others. The inquiry is sample-based and concerns unorganised employers. Wage and salary data on employees are collected from September and on workers from the last quarter of the year. Enterprises' data supply obligation is based on the Statistics Act (280/ 2004), which also obliges Statistics Finland to treat the data as confidential.
From whom are data collected?
The sample concerns unorganised enterprises. Sampling is based on enterprises' industry and size category.
The obligation to provide data is based on sections 14 and 15 of the Statistics Act (280/2004). Entrepreneurs and employers are obligated to provide Statistics Finland data necessary for compiling statistics, regardless of secrecy regulations. The processing of personal data during the compilation of statistics is subject to the provisions of the Personal Data Act.
Data collected for statistical purposes must be kept confidential by law. Statistics Finland may release data only for scientific research and statistical surveys in a form from which individual level data cannot be identified. Unit level data on enterprises may only be handled at Statistics Finland by persons involved in the production of statistics. The data are protected against improper use in accordance with the data protection regulations of Statistics Finland.
